The Japan P.E.N. Club's statement on the subcritical nuclear tests undertaken by the Government of the United States of America

The ministry of energy of the Unites States of America announced on February 3rd, 2000 that on undergound the subcritical nuclear test had been performed for the 9th time.

The Japan PEN Club which is an association belonging, to the first country in the world to have experienced the horrors of nuclear weapons has been persistintly protecting against evey country that resorted to nuclear and subcritical nuclear experiments. Though in the subcritical nuclear test does not involve an actual explosion, it is clearly againt the aims of the Comprehensive Nuclear Test-Ban Treaty and means the pursuit of nuclear competition and encourages proliferation of nucelar weapons.

Aspiring to the advent of a peaceful international society through the elimination of all nucelar weapons and deeply concerned by the riscs that this recent test could contribute to further spread of nucelar arms, we strongly demand that an end will be put to this kind of expriments.
