日本ペンクラブは国際的な文筆家団体である。国際ペン憲章は、「藝術作品は、汎く人類の相続財産であり、あらゆる場合に、特に戦時に おいて、国家的あるいは政治的な激情によって損われることなく保たれねばならない」とし、また「文藝著作物は、国民的な源に由来するものであるとしても、 国境のないものであり、政治的なあるいは国際的な紛糾にかかわりなく諸国間で共有する価値あるものたるべきである」とも宣言している。核実験に反対し、環 境問題や人権問題につよく提議し、言論表現の自由を護ろうと闘うのも、その基盤には、会員の文学・文藝の「ちから」がなくてはならない。「ペンのちから」 を信じ愛して、世界の平和と言論表現の自由のために尽くしたい。
今、日本ペンクラブは「ペンの日」を期して、ここに独自の「電子文藝館」を開設し、島崎藤村初代会長以来、あまた物故会員の優作を、 また、二千人に及ぼうとする現会員の自愛・自薦の作品ないし発言、加えて簡明な筆者紹介を、努めて網羅展観する事業を通じて、国内外に、メッセージを発信 する。大きな支持を得たい。

The Japan P.E.N. Club is the Japanese centre of the international P.E.N. The P.E.N. Charter affirms the following: "In all circumstances, and particularly in time of war, works of art, the patrimony of humanity at large, should be left untouched by national or political passion," and "Literature, national though it may be in origin, knows no frontiers, and should remain common currency between nations in spite of political or international upheavals." In order to oppose nuclear testing, support movements for the preservation of the environment and human rights, and fight to protect freedom of speech, the power of our members' art is absolutely essential. Our belief in "the might of the pen" forms the basis of our efforts to maintain world peace and freedom of speech.
Today, in honor of its annual "P.E.N. Day," the Japan P.E.N.Club moves to establish its own "Digital Library" in which the best works of our past members, beginning with Shimazaki Toson, our first president, will be recorded. In addition, our nearly 2,000 current members will select their own works to be included in the library, along with introductions. Thus, we would like to amass as complete a collection as possible of modern and contemporary Japanese literature, to be made widely available to both domestic and international readers. We hope that you will lend your strongest support to this undertaking.
